I had teaching credentials, and was a pretty good teacher, but that doesn't mean I'd be the best person to teach my autistic son. I may have to homeschool him at some point, and I'm prepared to do that, but a piece of paper will not indicate what kind of success I'll have. Structured requirements, however, might be a big help. It's a silly rule and it seems like the teacher's union is only trying to ensure membership fees. Having a teaching credential does not necessarily mean a person is a good teacher.
